EUREGHA Working Group on Digital Transformation in Healthcare – Autumn meeting

On 29 October 2025, EUREGHA hosted the autumn meeting of its Working Group on Digital Transformation, bringing together regional representatives, policymakers, and digital health experts to discuss ongoing developments in health data, the European Health Data Space (EHDS), and Artificial Intelligence (AI). The session underscored the importance of regional digital initiatives in supporting EU-level objectives and fostering innovation across healthcare systems.

The meeting opened with a presentation from Trentino Salute 4.0.
Olivia Balagna introduced the structure and objectives of the regional digital health ecosystem, designed to connect healthcare providers, research organisations, and innovation hubs. Stefano Micocci followed with an overview of the Trentino Health Factory, a data infrastructure enabling both primary and secondary use of health data. Together, they outlined how Trentino’s approach supports clinical decision-making, research, and innovation while aligning with the EHDS Regulation, and shared lessons learned on governance, stakeholder engagement, and interoperability.

Members then exchanged perspectives on regional experiences and challenges in advancing the EHDS. Discussions covered cross-border data sharing, the interoperability of health information systems, and ways to integrate data-driven approaches into healthcare planning.

The exchange highlighted differing levels of preparedness among members with regard to regional implementation, with some regions reporting advanced systems and established structures, while others are still in earlier or exploratory phases. Participants also noted that progress varies between primary and secondary data use, with several regions awaiting clearer EU guidance before moving further on secondary use and governance arrangements.

The session also included updates on EU policy developments, with a focus on the EU AI Strategy, the EHDS framework, and upcoming opportunities under Horizon Europe and Digital Europe. Speakers emphasised the need for strong regional involvement in shaping and implementing EU digital health policies and in piloting innovative projects.

Throughout the meeting, members engaged in an interactive exchange exploring how AI applications and EHDS-aligned infrastructures can support better patient outcomes, strengthen preventive care, and inform evidence-based policymaking.
