
On 16 April 2025, took place the second meeting of the year 2025 of EUREGHA’s Working Group on Digital Transformation, bringing together members to discuss the evolving role of Artificial Intelligence (AI) in public health and the importance of cybersecurity for trustworthy digital innovation.
The meeting began with a keynote by Dr. Stefan Buttigieg, Specialist in Public Health Medicine at the Maltese Ministry for Health. Dr. Buttigieg provided an overview of the potential and policy challenges of AI in healthcare. His presentation covered crucial topics such as the ethical implications of AI, data governance, and the need for responsible innovation that prioritises public health values.

- Educate and Train Staff: Ensure staff are up to date on legal and regulatory frameworks guiding AI use, with adaptable and dynamic training programs.
- Prioritise Equity: Promote inclusive training datasets to avoid reinforcing disparities. Use explainable AI for fair and understandable decisions.
- Invest in Secure Infrastructure: Upgrade outdated IT systems to support large-scale data processing and robust AI applications.
- Build Workforce Capacity: Provide ongoing training and recruit professionals skilled in both public health and AI (e.g., Robert Koch Institute model).
- Enhance Data Governance and Cybersecurity: Strengthen safeguards to protect personal data and ensure public trust in AI systems.
- Promote Ethical AI Use: Establish human-rights-aligned guidelines and involve diverse stakeholders in shaping responsible AI practices.
- Consider Environmental Impact: Assess AI’s carbon footprint and apply it judiciously to align with planetary health goals.
In addition, Francesco Ghini from IRST Dino Amadori (Emilia-Romagna Region) presented two groundbreaking EU projects in which IRST is involved:

The meeting concluded with an overview of the EU Action Plan on Cybersecurity, presented by the EUREGHA Secretariat. Members were encouraged to participate in the public consultation and to consider the implications of upcoming EU cybersecurity policies on regional health systems and patient trust.

The EUREGHA Working Group on Digital Transformation provides a platform for regional and local health authorities to exchange insights, best practices, and strategies on digital health. In 2025, the Working Group will focus on: Advancing secure and interoperable health data governance (#EHDS), Promoting AI-driven innovation in healthcare delivery, Strengthening cybersecurity to safeguard patient data and trust, Expanding telemedicine and digital skills across regions. Through policy engagement, project cooperation, and mutual learning, the group aims to shape a more connected, resilient, and innovative health ecosystem in Europe.
The Working Group on Digital Transformation is a platform where EUREGHA members – regional representatives and experts – can exchange knowledge, best practices, information, and expertise on digital health and related issues. The WG aims, on one side, to facilitate knowledge exchange between members and, on the other side, to improve members’ and network’s advocacy, policy, and project actions at EU level.
