EUREGHA Activity Report
2025 was a year of renewed engagement, strategic growth and stronger regional collaboration for EUREGHA. In a European context shaped by complex health system challenges, demographic change, workforce pressures, digital transformation and preparations for the next EU policy and funding cycle, our network continued to strengthen its role as the voice of regional and local health authorities in the European health policy debate.
Throughout the year, EUREGHA focused on amplifying the perspectives of regions and local authorities, engaging with EU institutions, and fostering knowledge exchange across Europe. From discussions on mental health, digital health, artificial intelligence, cybersecurity and cross-border healthcare, to continued advocacy on prevention, cancer, value-based healthcare and future EU health investments, EUREGHA remained committed to supporting healthier, more resilient and more equitable communities.
2025 was also an important year for the growth and governance of the network. We were pleased to welcome three new members: Trentino Salute 4.0 (Italy), Central Denmark/DEFACTUM (Denmark), and Asti ASL Local Health Authority (Italy). Each brings valuable expertise and reinforces the diversity of EUREGHA’s community. The Annual General Assembly, hosted by the Welsh Government in Cardiff, also marked a key governance milestone with the election of a new EUREGHA Executive Board.
Our collaboration with the European Committee of the Regions continued to be a central pillar of EUREGHA’s institutional engagement. The Interregional Group on Health and Well-being was renewed for the 2025–2029 mandate, with EUREGHA confirmed as Secretariat. Throughout the year, the Group addressed key European health priorities, including cybersecurity in healthcare, artificial intelligence, the European Health Data Space, and the future of EU investments in health and regions.
EUREGHA’s thematic Working Groups on Cancer, Cross-Border Healthcare and Digital Transformation continued to provide structured spaces for members to exchange practices, discuss EU policy developments and identify opportunities for joint action. These exchanges helped strengthen regional perspectives on key issues such as cancer prevention and survivorship, EHDS implementation, AI in healthcare, workforce challenges, interoperability, patient mobility and territorial cooperation.
2025 was also marked by the continued expansion of EUREGHA’s Regional Factsheets initiative, which now includes contributions from 18 members and provides a living resource to showcase regional health systems, priorities, projects and good practices. In parallel, EUREGHA supported the publication and dissemination of the Data Connection Report, developed in collaboration with the Flanders Region, highlighting how more connected and trustworthy use of health and social data can support integrated, person-centred and community-based care.
EU-funded projects remained a key driver of EUREGHA’s activities. In 2025, the network advanced its work in ongoing initiatives such as BeWell, ONCODIR, InnoMedCatalyst and CultureAndHealth, while also launching three new strategic projects: ENKORE, focused on circular and sustainable healthcare solutions; YARN, supporting young people living with and beyond cancer; and PREDI-LYNCH, advancing early detection and prevention of Lynch Syndrome-related cancers. Through these projects, EUREGHA continued to support regional innovation, prevention, sustainability, skills development and person-centred care.
EUREGHA also remained active in major European partnerships and policy platforms, including the European Alliance for Value in Health, the EU Health Coalition and the Harnessing Talent Platform. These collaborations allowed the network to keep regional and local perspectives visible in discussions on value-based healthcare, health workforce sustainability, innovation, resilience and the future of health systems in Europe.
Among the year’s key events, EUREGHA organised its High-level Annual Conference “Together for Mental Health: Regions Building Europe’s Healthier Future,” bringing together regional authorities, EU institutions and stakeholders to discuss prevention-oriented, community-based and inclusive approaches to mental health. During the European Week of Regions and Cities, EUREGHA also co-organised the policy debate “Where it Matters: Investing in Regions to Shape the Future of Health in Europe,” reinforcing the importance of aligning cohesion policy and health investments in the next Multiannual Financial Framework.
This Activity Report 2025 provides an overview of EUREGHA’s main achievements, activities and collaborations over the past year. It reflects the collective work of our members, partners and Secretariat to strengthen the role of regions in shaping a healthier, more resilient and more equitable Europe.
