Achieving health systems goals through Most Economic Advantageous Value-Based Procurement of innovative solutions

Modernising the public sector in the EU is a key priority to keep the pace with today’s societal challenges.
This is particularly true in the health sector, where improving efficiency and providing high quality sustainable health care in due time is crucial to cope with an ageing population, chronic diseases, co-morbidities, antimicrobial resistance, and many other issues.

To address such challenges, we should foster innovation and introduce innovative solutions, having citizens in good health and incorporating “value” and “economic value” considerations in investment decisions in healthcare. Value-Based Procurement of innovative solutions is becoming an unexpected driver to achieve these health systems goals.

The European Commission supports this drive to introduce innovation by instruments such as Public Procurement of Innovative solutions (PPI) and Pre-Commercial Procurement (PCP). Co-investment is foreseen.

There is a unique opportunity – as for regions and local authorities – in defining if there are common needs and in the use of innovative procurements to introduce solutions.

Within this context the Horizon 2020 EU funded Coordinating and Supporting Action EURIPHI – European wide Innovation Procurement in Health and Care – will foster acceleration in a change in procurement practices leading to a value-based approach resulting in most economic advantageous tendering.

The time to transform care delivery by innovation procurement is now, responding to the regions defined needs of health systems throughout Europe.

EURIPHI is organizing a breakfast workshop to discuss about ongoing initiatives and opportunities amongst different regions and countries and to build out a Health Regions Network. The workshop is organized as part of the EURIPHI H2020 project and with the support of EUREGHA as project partner.

The aim of the Network is to foster an exchange of information and to create opportunities for cross-border cooperation of value driven innovation solution procurement. A new model of cross-border procurement will also be presented.

The workshop will happen in the light of the European Commission event “Cross-border Innovation Procurement in Health: EU Funding Opportunities & Best Practices” on October 17 and on the day of 16nd itself EURIPHI project Open Market Consultation on integrated care innovative solutions will take place offering the market to provide their solutions to address specific challenges health systems face to provide patients centered integrated care.
