EFSA gives his "green light" on the food safety of the products derived from animal cloning |

In 2007 the European Food Safety Authority (EFSA) was asked by the European Commission to provide a scientific opinion on the food safety, animal health, animal welfare and environmental implications of animal clones, of their progeny and of the products obtained from those animals. In relation to food safety, EFSA states that there is no indication that differences exist for meat and milk of clones and their progeny compared with those from conventionally bred animals. Nevertheless, it was remarked that these observations derive from limited data and that further investigation on the matter should be carried out. |

Enabling cross-border cooperation: EU's initiatives on e-health |

The European Commission launched on 2 July 2008 two initiatives to improve the safety and quality of care to people who require medical assistance while travelling or living abroad, namely: a Recommendation on cross-border interoperability of electronic health record (EHR) systems and the Smart Open Services (SOS) project. The Recommendation aims to provide Member States with basic principles and guidelines for ensuring that doctors can gain access to vital information on patients that they are trying to treat across Europe. The SOS project, co-funded by the European Commission, is supported by 12 Member States and their industry players, to demonstrate the benefits of such interoperability. It will enable health professionals to access specific medical data such as current medications of patients from other EU countries. In an emergency, sharing of medical information could save many patients' lives.

Ensuring patients' rights in cross-border healthcare: the new Commission's directive |

As part of the Renewed Social Agenda, the Commission adopted on 2 July 2008 a proposal for a directive to facilitate the application of European patients' rights in relation to cross-border healthcare, as well as a Communication on improving co-operation between Member States in this area. Despite several clear European Court of Justice' rulings confirming that the EU Treaty gives individual patients the right to seek healthcare in other Member States and be reimbursed at home, uncertainty remains over how to apply the principles of this jurisprudence more generally. With this proposal the Commission aims to provide legal certainty on this issue. This follows calls from both the European Parliament and the Council of Ministers for the Commission to propose a specific initiative on cross-border healthcare, in a way explicitly adapted to, and respecting, the unique nature of the healthcare sector. In addition, the proposed Directive provides a solid basis to unlock the huge potential for European cooperation to help improve the efficiency and effectiveness of all EU health systems.

Enhancing transparency in Cohesion Policy |

DG Regional Policy has launched a website indicating regions that have published lists of beneficiaries, as they are required to do in line with new communication requirements for Cohesion Policy over the 2007-2013 programming period. This is part of a Commission initiative to improve transparency over the EU budget and the impact of investment. The Commission has created a portal with links to national websites provided by Member States and the regions.

The European Commission has adopted a Regulation, which will come into force in the coming weeks, giving automatic approval for a range of aid measures that allow Member States to grant such aid without first notifying the Commission. The Regulation authorises aid in favour of SMEs, research, innovation, regional development, training, employment and risk capital. Furthermore it authorises environmental protection aid, aid measures promoting entrepreneurship such as aid for young innovative businesses, aid for newly created small businesses in assisted regions, and measures tackling problems, like difficulties in access to finance, faced by female entrepreneurs. As well as encouraging Member States to focus their state resources on aid that will be of real benefit to job creation and Europe's competitiveness, the Regulation reduces the administrative burden for public authorities, the beneficiaries and the Commission. |
